When I go to Settings > Security & Location > Fingerprint, it shows the same error message at the bottom, and if I simply tap on the Add fingerprint option, a popup box says "Fingerprint enrollment didn't work. Putting the phone in "safe mode" doesn't help either. But now restarting the phone or turning it off/on doesn't help. I got this same problem once a couple weeks ago, and restarting the phone resolved it then. I see a "Fingerprint hardware not available" error message in red at the bottom of the screen. The fingerprint sensor on my Moto G6 is not working anymore.
